This article is dedicated to the international experience of administrative and legal regulation in the food service and hospitality industry, specifically in the context of food safety standards and regulations. One of the key tools used to ensure the quality and safety of food products is the Hazard Analysis and Critical Control Points (HACCP) system, which is widely applied in international practices. This system, designed to minimize risks associated with food safety, involves analyzing hazards at every stage of food production, from raw material supply to final consumption.
Additionally, the Codex Alimentarius plays an important role in regulating the industry. It is an international code of food standards developed to ensure the protection of consumer health and the practical application of food safety principles globally. The Codex Alimentarius covers nearly all aspects of food safety, including hygiene standards, maximum levels of contaminants, and other essential components necessary for maintaining high standards in the food industry.
Countries like Sweden, Austria, and France provide excellent examples of nations that have successfully implemented regulations for food service and hospitality in line with international standards. In Sweden and Austria, strict adherence to HACCP standards in food establishments is an integral part of national legislation, as well as public health and safety policies. In France, in addition to applying HACCP, the government actively uses a system of state control over food product quality, which includes regular inspections and accreditation of food service establishments.
The article also highlights the importance of coordination among various governmental bodies and the involvement of international institutions such as the World Health Organization (WHO) and the Food and Agriculture Organization of the United Nations (FAO) in establishing global food safety standards. It further emphasizes the need for training staff and raising awareness among consumers regarding food safety standards.
Overall, the international experience suggests that unifying and integrating food safety standards across countries is crucial to achieving high-quality and safe food service and hospitality practices. In Ukraine, given the ongoing European integration processes, it is essential to improve national legislation and foster the development of local standards in accordance with international norms.
