PROPOSALS FOR IMPROVING ADMINISTRATIVE LIABILITY FOR VIOLATIONS OF ELECTORAL LEGISLATION

Abstract

The article examines the issue of administrative liability for violations of electoral legislation in Ukraine. Statistical data on the most common administrative offenses during the 2019 elections are analyzed, the effectiveness of current sanctions in deterring offenders is evaluated, and their shortcomings are identified, in particular, the low level of fines, as well as inadequate mechanisms for evidence collection.

The study proposes measures for improvement, such as increasing fines, introducing temporary bans on participation in the electoral process for repeat offenders, and establishing an interagency working group for prompt response to violations. Cooperation with international online platforms, which can assist in identifying anonymous offenders attempting to discredit other participants, is also considered significant. The research aims to develop well-grounded proposals to strengthen the protection of democratic principles in the electoral process.

Implementing the proposed measures will contribute to reducing the level of violations, increasing material and psychological pressure on offenders, enhancing public trust in the electoral process, and strengthening democratic institutions in Ukraine.
