Abstract

The article examines the problems of the consequences of Russian military aggression against Ukraine, which led to significant destruction of industrial facilities, infrastructure networks, residential buildings and objects of social and cultural purpose, and the possibility of using models of public-private partnership in the process of post-war reconstruction of Ukraine. The destruction of real estate that was used in economic processes, in the provision of public services, exacerbated the problems of ensuring macroeconomic stability, reproduction of human capital, caused business relocation and migration. The available resources of the state are not enough to carry out large-scale reconstruction. One of the effective ways to rebuild Ukraine can be a combination of resources and capabilities of the public and private sectors based on public-private partnership (PPP) models. PPP can be used as an arrangement on the basis of a multilateral agreement, where conditions are provided for the distribution of risks, costs, interests and responsibilities, which allows the implementation of public and private tasks based on the creation and use of infrastructure facilities. An analysis of the state of implementation of PPP agreements in 2013-2023 shows an increase in the number of projects, but in the last few years, most of the agreements were at the stage of termination. Despite the indicated situation, the need for large-scale infrastructure restoration, construction based on modern norms will give a new impetus to the partnership of the state and the private sector. The future perspective will involve a transition to the use of the principles of safety, sustainability, environmental friendliness, energy saving in the design and creation of infrastructure facilities, housing, production and socio-cultural sectors based on PPP models. The main tasks of using PPP models in recovery should be: improvement of the business environment; expansion of opportunities to attract investment resources; the use of a multi-level approach to project implementation; improvement of the legal framework in the field of publicprivate partnership.
