The article examines the mechanisms of public administration of physical culture as an instrument for the rehabilitation of wounded military personnel within the system of state policy of Ukraine. It is substantiated that the use of physical culture in rehabilitation activities constitutes an important component of restoring the human resource capacity of the defence sector under conditions of armed aggression. The study outlines the administrative and legal foundations of rehabilitation, identifies the role of physical culture in restoring the functional, psychophysiological and professional readiness of military personnel, and characterises the institutional and normative framework governing rehabilitation activities.
The research analyses the inter-organisational mechanism of interaction among public authorities in the field of rehabilitation and highlights the importance of procedurally regulated information exchange and coordinated utilisation of rehabilitation resources across different institutional structures. Particular emphasis is placed on the existing regulatory challenges, including the absence of unified state rehabilitation standards, inconsistencies in normative approaches, limited coordination among responsible authorities and uneven infrastructural support. These factors significantly affect the continuity and effectiveness of the rehabilitation process.
The article proposes directions for improving the mechanisms of public administration in the field of physical rehabilitation of military personnel. Among them are the development of an integrated rehabilitation model, harmonisation of the regulatory framework, enhancement of infrastructure, implementation of electronic registries and the introduction of personalised recovery programmes. These measures are argued to strengthen the effectiveness of the state rehabilitation policy and contribute to the overall defence capability of Ukraine.
