Abstract

The article examines the principle of institutional efficiency as a basic public- legal guideline in modern state administration and the activities of executive bodies. An analysis of scientific works and discussions on this issue is presented, a logical connection is established between scientific achievements and the development of this principle at the current stage of state formation. The principle of institutional efficiency is presented as a logical scientific continuation of the study of the category of anthropocentrism and the principle of efficiency in administrative law. The feasibility of its normative consolidation in the system of legislation on executive power is substantiated. An analysis of doctrinal and practical approaches to understanding the efficiency of a public authority is carried out. The main theoretical aspects of the principle of institutional efficiency are determined. The content of the categories of normative certainty in the principle of institutional efficiency, effectiveness of activity and normative justification is revealed. Special attention is paid to the concept of the development of administrative law, in which institutional efficiency is considered as a systemic property of the legal organization of the state apparatus. A structural model for implementing the principle of institutional efficiency in the system of evaluating the activities of executive bodies and making appropriate amendments to current regulations is proposed.

The article presents a detailed analysis of the foreign experience of EU countries regarding the presence and implementation of this principle in the activities of the state administration apparatus.
