STATE REGULATION OF MULTIMODAL TRANSPORTATION

Abstract

The article examines the features of state regulation of multimodal transportation. It reveals the theoretical aspects of multimodal transport systems, their role in ensuring the efficient functioning of the economy, and the legal framework for their regulation. A comprehensive analysis of the concept of multimodal transport systems is conducted based on various scientific approaches, which allowed the author to formulate a definition of multimodal transport systems as integrated, holistic complexes combining at least two types of transport, infrastructural components of different transport networks, functionally connected through transport hubs and complemented by modern digital management platforms. Accordingly, state regulation of multimodal transportation is understood as a set of legislative, administrative, and economic measures aimed at creating favorable conditions for the development of multimodal transport systems, ensuring their efficiency, safety, and competitiveness.

The legal framework is analyzed, including both national legislation and international treaties. Special attention is given to the Law of Ukraine “On Multimodal Transportation”, which defines the legal and organizational foundations of multimodal transport. The structure of the state regulation mechanism of multimodal transportation is considered, highlighting its key elements and the functional links between them.

The study identifies the main subjects of state regulation – the Cabinet of Ministers of Ukraine, the Ministry of Infrastructure of Ukraine, and central executive authorities responsible for implementing state policy on transport safety across various transport modes. Their powers and functions within the state regulation system of multimodal transportation are analyzed. The main methods of state regulation are distinguished and described in detail: legal regulation, administrative regulation, economic regulation, information support, and international cooperation. For each method, specific examples of implementation in Ukrainian practice are provided, demonstrating the practical orientation of the research.

Based on the analysis, key problems in the state regulation of multimodal transportation in Ukraine are identified, including insufficient development of transport infrastructure, fragmented legal regulation, low level of digitalization of logistics processes, and lack of clear coordination between different types of transport.

The article proposes a comprehensive vision for improving state regulation of multimodal transportation, which includes: harmonization of national legislation with international standards and EU requirements; creation of a single coordinating body or center for multimodal transportation; modernization of transport infrastructure considering multimodality principles; digitalization and development of electronic logistics; introduction of economic incentives for multimodal transportation operators; development of human capital through the improvement of educational programs in transport and logistics; and strengthening international cooperation, particularly Ukraine’s participation in European transport initiatives.
