СУТНІСТЬ КАТЕГОРІЇ «ПРАВА ТА СВОБОДИ ЛЮДИНИ» ЯК ЦІННІСНОГО ЕЛЕМЕНТУ В ПОБУДОВІ СИСТЕМИ ЗАБЕЗПЕЧЕННЯ НАЦІОНАЛЬНОЇ БЕЗПЕКИ УКРАЇНИ

Abstract

The article examines the process of protection of the rights and legitimate interests of the individual during the formation and implementation of state policy in the field of national security in Ukraine, which is perhaps the most pressing problem of effective governance of society in transformation. Ukraine's political practice shows that theories, strategies, concepts and programs for the implementation of state policy in the field of national security must objectively integrate all components of the country's political activity and be based on sound theoretical principles and historical experience. Nowadays, the theory of national security is in the stage of active formation and dynamic development. To find a reliable theoretical basis for the organization of protection of the rights and legitimate interests of the individual in the field of national security, it is necessary to consider the basic principles of effective political and legal methods and instruments of state security policy, based on the principles . According to the principle of complexity, the national security policy based on the concept of national security of Ukraine (the basis of national policy) should ensure the coordination of external and internal components of the economy, society, environment, science and technology.

The author concludes that the development of the theory and practice of public administration in the field of national security requires an in-depth independent study of the processes taking place in Ukraine in the context of its globalization content. The complexity of political, social and economic issues of nation-building requires a value interpretation, ie the identification and consideration of globalization values that affect the level of protection of human rights in the field of national security. We are talking primarily about globalization values, which determine the value system of national security. If this problem is not solved, it will be impossible to guarantee the protection of fundamental human rights, and it will be impossible to scientifically enrich the system of strategic goals of social development.
